Money is spent on low cost housing as well as other models of housing for people who have different needs. The purpose is to reduce the costs to the provincial Healthcare system and to reduce the workload of emergency services. Heavy users of emergency services are housed with staff who can prevent those calls. It sounds expensive, but it reduces the expenses significantly.

Most live that way due to drugs, mental health problems, and when you move them into a building, you end up with more health hazards. Best bugs, cockroaches, all on top of physical and financial rental neglect. These people can't take care of themselves. They need to be put somewhere, there is help. A rehabilitation center.

There is housing with supports available. But it's more complex than that. A lot of the people simply do not want to be housed. One other comment was accurate. Rent is extremely high, even if AISH covers it. They'd rather have more of their money, rather than half of their income going to rent.
