Although sometimes you can start the fight with E (mainly if you are going head on a team with early burst), but in 1v1 situations against DPS, you should use it when low HP, to make better use of the reduced damage, stay in your passive longer, also use the cc AA with a full passive. In that situation, you wouldn't need to use shield.
