It's definitely a very unfinished version of the Warthog run, I feel that it was less "This isn't fun so we should cut it" and more "This would take too much time to make fun, and we have to ship this in 5 days." Something that definitely plagued a lot of Halo 2. Still really cool to see TVV bring it back.

I always wondered as a kid why Halo 2 was the only one of the trilogy to not have a driving sequence at the end... now I am happy they didn't include it.

Your words imply that Bungie had always envisioned Halo as an epic trilogy(or that Halo 1 wouldn't be a flop), which it wasn't (unless someone can correct me) Halo 2 absolutely set up for a sequel(at this point Microsoft/Bungie know they are sitting on a money printer). I don't think the story was in a place to warrant a warthog run, it was already a twist we finished as The Arbiter. Just incase you didnt know, Halo 2 had a pretty rough development and a TON was cut from the game including dynamic lighting. I think Halo 3 "cemented" the warthog run with it's return, had it not included the run, the warthog run would be a only sequence from the end of Halo 1. Does that make sense? If I come across rude that's not my intent, I'm just sharing my opinion.

That Warthog run was definitely more boring than CE's and H3s, but it probably wasn't complete prior to being cut since a Warthog being on High Charity doesn't make any sense, so there must have been some extra parts missing. Supposedly there was a Forerunner tank run as well iirc, I'm sure it would have been way better. Really wish we could get a 'developer uncut' version of Halo 2 with all the original ideas.

i wouldn't say it was cut from the game as much as it was an unused asset. for me cut means that it was taken out of all potential levels even if its still coded into the game, but in THIS case its still in the level, it can still be seen. but that's just me personally and im a moron so really what do i even know right? also my dude were you cold or something during this? a sweater/hoodie under what looks like a pretty beefy jacket looks like a heatstroke in the making.
