Mmmm. The premise for the second movie is that Ted (Boss Baby) gets turned back into a baby... So no, Tim is telling the truth about everything, obviously he imagined some things differently, but I wouldn't call his story "unreliable". There's also a TV show about them as kids still.❤ He's probably telling the story to explain to his daughter that the new baby is an agent, or simple to assure her he can love both kids at once because he understands the feeling of being left behind.
