I'm not sure, Hakaishin in this form can kill Ghidorah in 1vs1 battle, if nothing interferes with their battle, also his Thermo was just buffed, we've never seen Thermo really that strong. If Godzilla didn't have plot armor, Hakaishin Godzilla would rekt him even in his Thermo form

Reasons why shin godzilla would've won: Shin was probably holding back because he didnt want to use all his energy. Shin godzilla could've evolve at any moment but at the end he had no time, due to burning godzilla giving no mercy. Shin godzilla had way more forms left, if u think hard enough shin godzilla is the strongest of all godzilla's it can evolve into the strongest thing in existence, overpowering even gods with ease. Shin was holding back his beam, if he generated more beam power the beam would've been hotter than the suns core. Hot enough to easily melt a hole through burning godzilla. Shin godzilla in my opinion used at least 30% beam power to split mechagodzilla in half, but if shin used all his beam power he probably would've been badly damaged from the inside. (from the heat generated inside shins body) But this is just my opinion, many people could say otherwise.
