As far as the Bible, the requirement is that the perpetrator must first request forgiveness. The "sin" would lie in refusing to.forgive a person who has confessed, repented, and sought forgiveness. There is no requirement to forgive unrepentant transgressors who cannot confess their sin in the course of asking to be forgiven by the person who was wronged.
