That's patently false, laws in a super majority of western states and specifically in this case the US makes no distinction between a political party and politician, bureucrat or bureucracy. The reason for such is blindingly obvious, the laws governing such would ve utterly meaningless even before it was signed into law. All you would need to do is make a separate organization that does the violations with the target under duress by the government if they do not obey the pseudo government entity. People have gone to prison for such violations with quite severe sentences.
