To be fair, he could be a guy who is good, and uses hacks sometimes. Maybe that was actually a genuine game. I think people forget that hackers don't hack (every) game. Often it's people who are pretty good, but want to show off to their friends and perform their best all the time. So they might have good games, and they might hack others when they don't get a good start. Additionally, they might only hack some rounds and not every round. Maybe they just click on hacks for like the 3rd round. We also don't know the type of hacks. While a wallhack might be full outlines, it might be some sort of radar hack, that just gives approximates (and so is less prone to perfect lining and snapping).

Honestly I disagree with the crouching thing. I always aim for crouched head height because if I shoot there I’m guaranteed a hit while if aiming at standing head height I’m only 50/50 for a hit or a miss. Unless you count prone which just isn’t worth considering to me because no one peaks an angle while slowing prone shifting around a corner.

Yeah I doubt this first guy is a hacker, the sketchiest thing I saw was the aiming at crouch head height when he had no way of knowing, but from what I've seen in pro and ranked matches they tend to do a weird strafe crouch strafe tactic in order to avoid fire at head height so he may have assumed he would do that and shot at crouch hieght instead. Edit: I'm aware he was banned but I still am not sure he was hacking in the match we saw. If he was using hacks either he was incredibly bad at the game, which I'm not sure is likely since he did show he knew what he was doing a fair few times or he is really, really good at hiding it.
