If you wanted it to be more modest, you could cut the back panel about half the way down & sew it together along the sides of the body, leaving holes for the armpits. It would still have the creepy, medusa feel but you could feasibly wear a bra underneath.

Thanks for the tutorial! My 9 year old daughter wants to be Medusa this year for Halloween! This will be a great project for us to work on together, plus the costume isn't too scary!
