Andrew has a water tight 75yr lease for Royal Lodge. With Royal Lodge needing major renovations Charles probably thinks that it makes sense for Andrew to move to Frogmore Cottage rather than Andrew spend a good chunk of his inheritance on the renovations only to return to Charles with a begging bowl. If he moves Charles can return it to the Crown Estates and get the house fixed using part of the sovereign grant and then it be let out to some billionaire. Andrew by moving into Frogmore Cottage could then via his inheritance live a very comfortable life. It would a win win arrangement if Andrew would suspend his ego and allow himself to think straight.
