They say they already fired it and hit a target (or near), did a little more damage then the missiles they usually use. ICBM`s like this is horrible expensive and not something that is anywhere near cost effective to use like this with conventional explosives.

Before reaching its destination it releases multiple warheads (~10 maybe?!) which can be guided to individual targets. Each warhead is capable of carrying a nuclear payload.
