To answer that question, Rouge has the hots for Knuckles because he's kinda like Batman in his own way, however whenever she flirts with him with not just the master emerald but a lot of other things that are treasure related, Knuckles gets flustered and overwhelmed and I'm pretty sure Batman would kinda feel the same way about Catwoman flirting with him too because apparently she is a thief as well, in terms of chemistry I'm not entirely sure, but this is by far the best guess I can come up with for now
