Of course there are "norms" (averages) for height: average US (or other country) males, average US (or other country) females, or average "any other grouping of people you can think of", probably--used by governments, companies, whoever, for various practical purposes. 5'4 for a woman is short in some countries In Europe. A 5'4 woman is like the equivalent of a 5'9 man, average in some countries but slightly below average in some countries in Europe. I think in Europe average height for a woman is in the 5'5 - 5'6 range.

Natalie is 5'3", though she has a big head and a tiny frame, so she looks shorter on film. But still 5'3" is better than the 5'4" ones on this dumb list. I posted an ADDITIONAL 14 well known actresses 5'2" and under after taking 5 seconds to look on Google.
