So many people theorizing that Bellwether is this genius botany expert or had some tragic event caused by the Nighthowlers, ignoring the fact that Doug is the chemist. How about: Bellwether hired Doug for his knowledge on drugs and the manufacturing of said drugs, described what she wanted from a dose, and Doug went with Nighthowlers based on that. I know, I know. It's not needlessly tragic or convoluted enough to be a proper theory, you can put the pitchforks away.

I wonder if Bellwether ever heard about how Judy's family had a brush in with those same exact plants she uses in her schemes. If not then that might explain even more how she is very likely from a rich family as she did not contemplate how those flowers are used on farms to keep bugs away. Bellwether must have looked into Judy's background since she isn't a carnivore and yet didn't even think of how a bunny from a carrot farm, which also had a brush in with night howlers, could solve the mystery of what her plans were built on. Smart, she is. Rich family, possibly. Unknowing of farm life, probably provable.

I'm loving where this is going, but from what I know about cults is that, secretive ones tend to hand around a lot longer than the more open ones. What I'm getting at here is that, what if Bellwether wasn't a victim of unfortunate circumstances, but was more of a key to allowing the cult access to more power. What I'm saying is what if Bellwether's servants were PURPOSELY poisoned with the Night Howlers? It could have been done at any point in time, so they could have planned it to happen when Bellwether wouldn't be home, that way she wouldn't be killed, it would be even better for the cult to do this when she was quite young as well, it's just easier to brainwash minors. This would also explain why the cops would still need to go undercover to dismantle the rest of this cult because it would have to be pretty big to still be running without her and the sheep that were caught with her right? The only reason I'm think of this is because it doesn't make enough sense to me as to why she would use the Night Howlers if she KNEW that + predators was what killed her family. It wouldn't cause enough hate to make her go through with the plan. I think that after being orphaned by the cults actions, someone probably had to take care of her, and that someone was a member of the cult, feeding her lies about how all predators are evil and that they're always going to rule relentlessly over prey, or possibly even something worse. I dunno, I've been typing and rambling for long enough, do what you will with this idea, it was just what came to mind as I typed and sorry if it is messy.

Okay, random idea, but, Bellwether’s family were the people who started the cult? That means that the story could be a rich and powerful family that is secretly running a cult get some new workers, these workers are predators so the family won’t appear racist to the public, the catch? These new employees starts getting to close to the truth so the family sets up a plan where they poison the new employees and it’s written off as a accident. The family decides that have a child around wouldn’t be good because you never know what the kid would say. They have the new workers stay late and they give them the poison. The thing is the family didn’t realize the side affects of the poison makes the poisoned employees act violent. When the tragic news gets out the kid goes to another member of the cult. The member now in charge or the poor child decides that they can use this horrible mistake to manipulate the kid into doing his dirty work. A few years later the kid is Mayor Bellwether who easily climbed the ranks due to her name. Then Zootopia takes place. This means that after the movie there would have to be someone higher up then mayor bellwether thus, even after her arrest the true leader keeps the cult going strong despite the hick ups. Wow that took a long time to write and sounds stupid. Oh well.

It's a very interesting theory now that I put some thought into it. But if it were true that predators killed Bellwether's family because of the Night Howlers, I don't see why she would want to use them since they are linked to that traumatic event. Plus, she would maybe blame the flowers themselves instead of the predator. And even if not, it still would seem weird for her to want to get near the thing that made the death of her family more horrific

Ikr I didn't exactly get it, maybe some other cult members told her that predators would be like that anyway. Or maybe the bellweathers were a drug empire and one member of the cult was a predator and turned against her family and brought the bussiness into ruins, making her family jobless and poor or some shit idk. That would explain how she knows so much about the howlers and her innate hate towards predators. Or she's some exaggerated version of Nick Wilde, the fox, who exoerienced a traumatic incident in his life as a child.

Not sure if its relevant but there was one specific comment that Judy had made to Bellwether in the form of when Bellwether said they needed to stick together and Judy replied "Like Glue" And although Bellwether laughed it off you could tell she was offended. But that comment kind of "stuck" with me in that the way "glue" was created was from the hooves of animals such as Horses and Sheep. So I've often wondered the question as to whether or not anyone in Bellwether's history was subjected to the proverbial glue factory. That's my theory anyway

I really like this theory, but if Bellwether knew exactly how the poison worked to begin with,she would know that the animals who take it aren't in control of their actions, so then why would she resent predators anyways? This is pure speculation, but I think her family was indeed killed by predators, but they weren't drugged. They knew what they were doing, maybe they were part of organized crime, maybe they robbed her family because they were rich/influential. But they didn't go savage, they had a choice. And it was their choice to kill the Bellwethers, and that's why Dawn resents predators.

Can you do a theory on WHY Judy wanted to be a cop so badly. We never really got much insight into her motivation beyond "I am going to make the world a better place!" She said at 9 years old. There must be more behind her passion for the job.

I still believe Bellwether was once a victim of prejudice, bullying, and abuse far worse than Nick and Judy's childhood. Suppose it was bad enough being bullied by predators for her size and species, but if there was ever a time when she was possibly sexually assaulted by a predator she once trusted in her life betrayed that trust and left her as a shattered, broken soul who vowed never to trust and befriend another predator again, blinding her vision that she saw them for what they really were with their claws and fangs that everyone else can't understand, and somehow the night howlers were the key to showing the truth about predators. To me she like another broken, shattered soul the same as Chirin, Baby Doll, and Lucy/Nyu (Elfen Lied) who can never be the same as they were before.

I actually wrote a fic series aiming to somewhat redeem Bellwether, "The Rehabilitation of Dawn Bellwether" which largely explores her traumatic upbringing, and where her predator hatred comes from. I grounded a lot of it being tied to childhood abuse, and living up to a family name that was already in a state of political disgrace. And of course, being harassed by press growing up. That said, I had her aims in terms of getting into politics starting from a genuine desire to do good, but Lionheart pushing her to a breaking point that reaffirms her families stance on predators, and turn her to the scheme. I will say, I'd love nothing more than to have Dawn turn out to have deeper motivations and trauma that made her feel as though the Night Howler scheme was her only option, but the way Disney writes these days, I expect a flat revenge villain in future installments. That said, I feel like your theories are...a little bit out there. No disrespect, but like her having a family mansion staffed by press who get poisoned and kill her family? Lionheart mistreating Bellwether because he was forced to take her on due to some sort of deeper political obligation other than 'getting the sheep vote'. And I mean, they established Doug as the chemist...so it seems unlikely Dawn was also a genius botanist. I don't generally watch this channel, so I don't know if this is par the course in terms of just throwing everything at the wall to see what sticks. But it's just...way fringe. By comparison I'd like to think my take in my fic is more grounded. I would think the easier thing to rationalize is that the 'assistant mayor position' is essentially a 'vice president' position. Dawn is meant to have more involvement in affairs, but is edged out by Lionheart basically treating her as a secretary rather than a partner. It's implied Dawn also does more of the legwork in terms of civic work for Zootopia than Lionheart, which would add to the building resentment. The fact that her office is a boiler room probably makes that worse, although we don't have a reason as to why that is. My assumption was that Lionheart requisitioned what was meant to be her actual office for something else, or they were supposed to share an office and he wanted the full space for himself. i dunno, that's how I spitballed things. I'll end with this last bit. In my fic, there's a moment where Judy comes to this realization where she and Bellwether could have ultimately taken the same path in life. Bellwether is essentially her had she chosen revenge and hatred over sticking to her principles and trying to be better. It makes things feel grounded and ties the characters together in a way. And that's what I feel a good theory about her past probably should be. But hey, it was still an interesting watch, even if I don't agree.

Well, the theory certainly seems possible, but I have to ask something. 1) Why would the rams follow Bellweather into illegal/extralegal activities to avenge her family - even after she's arrested/imprisoned? Even loyalty to royalty/nobility only goes so far on it's own and they'd be no king or queen in charge with Bellweather in prison. And getting the Sheep vote is simple for Lionheart, just having a sheep, (literally any sheep that's dedicated to his/her job) as an assistant would get their votes because it says that Lionheart is willing to help/employ Prey animals - which is basically multiracial politics in a nutshell for Zootopia world. So, I'd have to assume either she pays really well, (which seems unlikely, assistant mayors probably don't make much as compared to an actual mayor). Or maybe most of the rams shown had something similar happen to them? Who knows, maybe one predator that ate Nighthowlers killed most of the sheep in a small town near Zootopia that Bellweather's family lived in - which would explain why the rams would follow her, even she's in prison, they either: 1) had most of their friends/families killed off by said predator or 2) had to witness the horrors of that as a child. I could compare this to how many Americans are wary of Muslims (and other people with similar skin tones) in the real world, due to 9/11 and terrorism afterwards that affected the world and United States - in fact, that is basically why the entire TSA was created. The Rams seem to be similar to Americans right after 9/11, (basically for the next 2-4 years after that originally happened), just using illegal/extralegal means instead of being jerks and racism against random, innocent people - including the occasional convenience store employee. Just saying, I certainly do remember that from my childhood.

What if as a child she was trying to find an antidote for the Night Howlers she tested the flower on a willing friend who then went on to kill her family. Meaning Bellwether not only blamed predators for their deaths but also herself. That’s why when she was about to be arrested at the end of the movie she doesn’t put up a fight because she secretly wanted to be imprisoned for killing her family.

About the Mexican restaurant, I was watching a video the other day talking about DreamWorks and Disney's war of animation. Well, in that video, it said that the team came up with the idea for Atlantis The Lost Civilization (something like that, I know it was Atlantis) at a Mexican restaurant. Boom! Perhaps this is it?

Another thing that's interesting to point out about Bellwether - her eyes are not like the other sheep depicted in the movie. Regular sheep have rectangular pupils (all the other sheep in the film have them), but Bellwether clearly has "normal" round ones. Tumblr user richardah noticed the inconsistency and actually made a little comic depicting Bellwether putting in contacts to make her eyes look "normal." (Can be found here: richardah.tumblr.com/post/146229439553/contacts-my-sister-made-the-joke-so-i-couldnt) Richardah stated that Disney probably made her eyes round to make her look cuter to help the audience relate to her more in the beginning, but I thought the contacts idea was interesting. It fits her character in that she's literally changing her appearance to fool those around her into believing she's cute and innocent.

The longitude is like it is in our world, the 0 Longitude line is relative to their version of Greenwich, England. But! If you use both the Lat/Lon coordinate pair of that particular camera in real life, you get a nice eater egg as those are the exact coordinates of Walt Disney Animation Studios in Burbank, California. Also, since the rainforest district is a suburb of Zootopia (much like Burbank is to L.A. in real life) we can assume the city was based of the greater Los Angeles area.

The only thing that bothers me about the theory is that if a lot of predators killed sheep under the influence of nighthowlers wouldn't it be a huge deal over the news? Wouldn't the flowers get banned from farms altogether? And wouldn't someone make the connection between Savage animals and that toxic flower? I mean Judy grew up on a farm and didn't know it could turn mammals Savage. The media coverage of an important sheep family being mauled to death would have caused a rift between prey and predators long before the movie takes place

i like the thought of bellweathers backstory but i had to point this out, at the end of the movie when Judy and Nick faked judys death just before he bit her bellweather said fear always wins now i know it seems vague but heres the thing kids who were abused and I’m not saying all kids or kids with not so good parents tend to use fear for power so believe that bellweathers parents may mentally abused her, many killers in real life had a shitty life a home so it would make sense if she rose her way up to the top so if parents tried anything she was safe and so she pull through her plan those sheep are most likely her brothers.

maybe when she was little just like Judy she got attacked by predators as a child and or attacked and killed someone close to her, right in front of her like possibly a family member but unlike Judy and more like nick it makes her angry and hardened and with having a powerful family she sues her high status and anger to work herself up into a position of power much like how Judy used her attack as proof that she needs to keep fighting and like nick uses the stereotypes of her species and some clever acting gets her revenge by using probably some childhood sheep friends who saw what happened and infiltrates the police and mayors office to get a foot hold and standing in society to make them see high profile and respect and supplies but still able to move under the radar to exact revenge on the predators that attacked her

Mr. Theorizer two things I would like to say. First this theory is a very good one and it made a lot of sense to me. With every criminal I have seen on the television show criminal minds there is what they call a stresser, a traumatic event that imprints upon the killer or whatever kind of criminal they are doing. Then after that comes the trigger, some sort of event that triggers the criminal to commit whatever type of crime they want to do. And you explained that perfectly in this video. She mentioned something about a mammal inclusion program. She probably came up with the idea specifically to recruit more prey like animals into the force. She genuinely seemed to like the fact that Judy was a part of the force, and probably showered her with favoritism in order to gat her loyalty. Had judy accepted the offer to be the face of the ZPD bell-weather definitely would have come to collect.

This may not be right but what if those sheep Judy helps in the beginning of the movie have some connection to bellwether, they may be just some random sheep who we never see again but thought I'd say this just in case

I have or had a theory. What if bellwether was raped? I mean that’s what we call rapists right? Predators. We all know its has an underlying theme of racism, but what about sexism? Judy is female and at first categorised as a weak person. I believe she’s representative of a white women in the police force(with nick being a black man) So back to bellwether who is also a female prey. If she were raped she more than likely saw the horrid side to the predators. So why wouldn’t she want to show the world that? It prompts her to find a way, she’s does. That’s how we have the night howler stuff. Also if the president (or whatever it’s called my brain is malfunctioning) is a predator what better way to gain the vote of prey than to hire someone who has been attacked by predators. Think about it, he could act like he’d mended her relationships with predators and for the rest of the time just ignore her. He literally just did it for the press and bellwether knows this which infuriates her further. I dunno wether I’m right or even mildly decent but it was a stab in the dark and I have no proof. Just stating whatever comes to mind

I think that some predators accidentally ate the nightholwer , killed Bellwether's family literally and poor Dawn seen it and studied the nightholwer , thus having knowledge about it , she met up with a group of rams , so sometime later Dawn became the assistant mayor of Zootropolis along side lion heart who treated her like she was absolutely nothing . Eventually Dawn couldn't take it anymore and snapped , starting her revenge on predators. Tell me what you guys think , sure I could be wrong but then again my theory could be bang on the money.

So, if Bellwether went nuts because her parents died by predators, wouldn't Nick fear prey because of what they did to him? They did make him believe that he couldn't be anything more than sneaky and untrustworthy and muzzled him. Then, they laughs at him because he trusted them enough to hope to join the scouts. With him being as young as he was, that should have left some sort of imprint on him but we don't see any.

I think her family was attacked by wolves affected by nighthowler. The flowers name already connotes wolves and wolves have always been seen in lore, mythology and even now as a great threat to sheep. Also i think lionhart may have known about her plan too but was trying to stop it. It makes sense when you think that the labatory for sick animals is completely guarded by wolves. Its far off but i think it was a tactic by lionhart to scare her off

I would like to think that Bellwether grew up on a family with a strict, abusive, and disciplined centered father. It all started when she was at junior school. Where she was always getting bullied and mocked by a lot of predators and some prey due to her size and species type.(Like Judy with Gideon) One day, when she was being bullied by a bunch of predators, an animal turned up to save her from the harassment. It was a predator as well, bigger than the predators that were bullying her. It was a Wolf(I have no specific name though.) The Wolf pulled her up the ground and events showed that these two eventually became friends, Best friends in fact, that they even gave friendship bracelets to one another and promised to become bff.. This lovely moment eventually ended when her father discovered that she was being with a wolf in their personal family talk.(Because wolves are the sworn enemy of the Bellwether family name.) He then started doing the unthinkable, by ripping her bracelet off with force, and by pulling her out of her current school just to assign her to an all prey school. Both friends were devastated. Especially the wolf who didn't know why. :( Years later, when she was at Highschool or College. Her Father tried to force her into marrying a ram, and Doug was one of them. Her father liked Doug, because they both had the same exact mindset of resenting against preds. Doug and Bell became close for a while, until she rejected him due to his hatred for preds as well. Bell didn't like this anymore. So, Bell studied hard so that she can be a Mayor and erase the discrimination from both mammal types. She eventually graduated from College and moved away to Zootopia, where she became an assistant for a Mayor named Lionheart. Being the assistant for the mayor felt draining for her. She was always treated with little respect by putting all the work into her and she was constantly being pushed down for what she was.. This constant wave of negativity from every predator she came across eventually snapped her up, causing her to get an advice from Doug. Which eventually led up to her being influenced by anger against preds. That is the moment when Doug showed her the potential of the Nighthowlers and so on with the movie events.... Poor Bellwether...

You know, it would be crazy if Bellwhether grew up in the same place as Judy. I mean, sheep do live there (since young Giddeon Grey takes tickets from a sheep), we KNOW that the night howlers grow there, and Judy is the first officer to graduate with the "manual inclusion initiative" which, if I'm remembering correctly, was Bellwhethers idea.

I saw her turn coming though because of her eyes. She is made to look as sickingly sweet and innocent as possible to the point they threw out the square eye shape the other sheep have and inserted "cute" eyes like Judy's. To sweet. To helpful. To cute. Obviously evil. Also the flowers on her computer were an often over looked clue.

No. Bellwether does not have a violent backstory, she is the opposite. She was raised as a princess of sheep, far away from the realities of a place like Zootopia. Her family gave her a version of the advice Judy's parents gave Judy regarding bears, weasels, and Foxes. She internalized those arguments without having personal experience as Judy does. Using her position in her herd, she encouraged them all to take up "respectable" positions, or be part of the underground endeavours (like her cousin, Doug.) Those sheep know their perception in society (as Doug feels free to tell at Nick on the street for no reason-which is what causes Judy to notice Nick in the first place, as Doug is the truck driver in that early scene.) No one even notices that Doug's phone number is on bellweather's desk.

Also another theory of mine: Bellwether’s past- 1.Parent’s accidental murder Age 16 2.Started living in a foster home 3.Got boyfriend at school Age 17 4.Married and got first child Age 18 5.Got second child Age 19 6.Got third child Age 20 7.Got fourth child Age 21 8.Got fifth and sixth child Age 22 9. Got 7th child Age 23 10.Fought with foster parents and decided to live with husband Age 25 11.Find out that husband was murdered by a hoodlum of predators (not accidental) which traumatized her Age 27 12.Searched how to frame and kill someone. Studied about night howlers Age 29 13.Secretly killed the hoodlum that killed her husband and told the police that it was a predator that did it. And becomes awarded and hired as assistant mayor of zootopia Age 31 14.Mayor Lionheart treats her like crap, making her hatred towards predators even worse. Age 37 15.Plans attack on predators with her 7 children. One of them leaves thinking it was too much Age 41 16. Becomes mastermind of the savage attacks inside zootopia Age 46

The Mexican Restaurant may be where she would meet up with her group of followers to smooth out plans, maybe even a hideout. Something a bit darker though is that was the last place she saw her parents alive. They had a nice dinner but she decided to drive herself home, by the time she got back the police where there but the damage was done.

Okay, so there are some pretty problematic details you ignored in making this theory. "It cannot be debunked unless there is counter evidence". That's a good standpoint to take on this sort of thing, but I feel you ignored some things in plain sight for the sake of creating the theory. The fact that you just came up with it while writing the script kind of shows. So, I'm going to go over each of the points in the video I take umbrage with. 0:13 - Okay, I'll get into this more later, but Bellwether doesn't show particular disdain towards predators. Yes, her plan TARGETS predators, but she doesn't seem to show any animosity towards specifically them. More a comradery with small prey mammals like her. Look at the climax of the film. She's focused on Judy, not Nick. She doesn't even acknowledge Nick. She doesn't give Judy a speech about how she's choosing the wrong side or that her friend is evil. Because she doesn't care about predators. She only targets the predators because their small relative numbers make them vulnerable. She doesn't talk about wiping out the predators in her big accidental confession monologue at the end, it's all about her getting and staying in power. And I hate to say it, but that kind of kills the theory dead right there. Just look at the Jewish diaspora and all the crap they went through not because people in power actually hated them (most of the time), but because they were an easy target and easy to make the uninformed masses hate. There are a lot of allegories in Zootopia, and Bellwether is a representation of politicians who use and abuse the vulnerability of minorities to strengthen their position at the expense of others. She's never depicted as some kind of genocidal warmonger. Again, I'll come back to this. 1:53 - (In advance, this one is a joke because I can't help but be snarky) And blind guessing! 2:42 - (Okay, back to my real points) No, no you didn't establish something happened in her past. "She doesn't look like someone who was born crazy"? Who does? Also, she's never depicted as being crazy or fanatical. In fact, again, she's shown to be very even an logical. She knows that the predators aren't really to blame for their actions, she KNOWS they're being drugged because they're being drugged ON HER ORDERS! Again, her plan doesn't stem from predator hate, weather she has any in her or not is frankly irreverent, it stems from her targeting a vulnerable group. She doesn't even seem to hate Lionheart, she just sees him as a stepping stone to power. His downfall is her rise. He's an annoyance to her at his worst as far as I could tell. 2:57 - "Predator elimination thing"? She doesn't want to eliminate predators! She NEEDS them so that the population has someone to fear! I honestly don't know where you got it in your head that she wanted to eliminate all predators unless you're taking her "and I'll dart every predator in this city if I have to" line WAY too literally. (That's a "and I'll burn my house down to keep the bank from taking it" kind of line.) Again, without predators, her plan is doomed to abject failure. She NEEDS predators and she never intended to eliminate them. Remove them from positions of power to install her on cronies? Yes. "Eliminate" as in kill them all? No. (Oh, look, I just did the answering my own question thing. Topical! And it will not be the last time~!) 3:35 - You can't prove a negative so I can't just say you're wrong about this and move on, but there is no evidence that any member of her immediate family is dead, let alone that she's an orphan. I can't stress this enough, that assertion is a total blind guess with nothing backing it up. And because of that, everything that follows means nothing in proving the theory. Is it an interesting idea that she decided to use Nighthowlers because they caused a death in her family? Perhaps, if well implemented in a followup story or something. But there's no reason to think it's true. And again, she shows no animosity towards Nick when she's doing her villain monologue at the end. She's not out for blood, she's a narcissistic politician who's willing to trample on innocent lives for her own personal gain. 3:58 - The second point makes no sense at all. We see in one of the news stories that a victim of the Nighthowler drug mauled a caribou. You know, a prey mammal. As a matter of fact, this plan is more dangerous to the well being of prey than predator. One predator gets darted at a time, but that one predator could kill hundreds. And only about one out of ten of them will be another predator. If it was really about wiping out predators, she wouldn't be using such a clumsy and uncontrollable method of going after them. Because it's not about hurting predators, it's about creating an "us vs. them" mentality to exploit. Nick even unintentionally points this out when he literally asks Judy if "there's a 'them' now" after she starts buying into Bellwether's scheme. 4:22 - Again, like with the orphan thing, idea that her name means that she is a ruler among sheep is not uninteresting, but completely unfounded. And this is where this starts to become less of a theory and more of a fanfiction pitch. (Not a bad one, mind you, but I digress.) For all we know, Bellwether could be the Smith of sheep names. Both extremes and everything in between are just as likely because names and their meanings shift with time and culture. 4:38 - ... What? Where is this coming from? The guy who Judy and Nick saw making the drugs and who darted the predators didn't talk to her like a cult follower. He talked to her like a grumpy employee. Because, you know, he IS. I seriously don't know where you got the "cult like followers" thing from, it's so far out of left field that it's hard to even follow the point you were trying to make. Didn't you start off talking about surnames and where they come from? 6:22 - Again, your fanfiction pitch is cool and all, but this isn't evidence. You can't prove a theory with itself or another unproven theory. 6:42 - And it comes back to this. If Bellwether eliminated all of the predators, she wouldn't have a boogeyman to rally the population against. The LAST thing she wanted was a Zootopia without predators. (On an unrelated note) 7:35 - Hasn't that location been referenced in other Disney movies? I'm pretty sure what it was before it became a Mexican restaurant and bar was popular among the Disney animation staff back in the 80s or something. I could be a mile off about that, but I'm pretty sure I remember it getting referenced before in another movie. My problem with this is it assumes its correctness and uses that to prove itself. This is less a theory as much as a fanfiction pitch. I mean, I'd read it. But it feels kind of disingenuous to call it a "theory". Don't mean to be overly harsh, it's just hard for me to not pick this apart for all the holes it has.

I know this was a while ago, but I just want to point out one thing. Bellwether doesn't NEED the predators to keep the rest of the city inline. Since there was already a clear fear/hatred of the Predators before the entire Night Holler thing, when the predators did start going savage, it just made everything worse. However, in times of great strife, communities can come together. Think of a cult. They prey on the weak and vulnerable, when they're weak and vulnerable, then build them up; which causes the members to wholely believe and trust the cult. If Bellweather did dart a significant portion of the Predator population, then plaid the "kind savior" role and got rid of all the Predators, then the city would still likely turn to her for leadership. Not only because she already had a leadership role, but she would be a savior in their eyes. Realistically, she doesn't need the predators to be alive or anything, she'd just need enough of them to go savage for the public to be afraid and desperate. It's easy to convince a bunch of scared people as long as they have a common enemy, and if someone were to remove said enemy for them and already be in a position of power, then most of the public would happily serve her.

@@feodorawicked5014 There are two problems with your response. First, the movie itself addresses why people were so quick to believe the predators had turned violent. It's a historical bias. Second, while you're not wrong about cult leaders being able to string the desperate along, politicians don't have that luxury. And Bellwether wasn't trying to form a cult, she was just trying to be mayor. Without a bogyman to fear, she wouldn't be able to justify her actions. She's not out to kill anyone, she's just the type of politician who's okay with murder for the sake of propping up her cronyism. She explains her intent with words when she thought the only person listening was about to die. It was all pure politics and she needs an "other" to distract the citizenry or she'll get called out on her corruption in a heartbeat. Zootopia is such a strong movie in large part because it wears its allegory on its sleeve.

After Bellwether manages to get rid of the Predators; either by killing them or locking them up, whichever she decides to do, there would be no reason for her to need them after. She'd already gain what she wanted; power. She'd be mayor, and she'd just have to continue doing what she was doing before. Remember, before it was revealed as to what she'd done, she worked very hard to keep the city functioning. After she deals with the Predators going savage, using the public's fear to manipulate them into her party and vote her in, she'd just need to deal with them and then go back to the way she was before, just with more power and authority. She's smart and cunning, having been able to manipulate everyone to see her as an innocent little sheep. Unless she became a true dictator, which is doubtful because she's smarter than that and she'd most likely just manipulate people into siding with her, then no one would ever claim she was corrupt. Thus, she wouldn't need a boogeyman, she'd just need one horrible event to get voted in, then she'd remain in power as long as she kept the city functioning. The entire Predator's turning Savage was just to get her voted in, then everything after she'd maintain via being a good mayor.

She didn't just use the predator attacks to get in power, she intended to use them to stay in power. Without the imminent fear of the attacks still happening, anyone could just point out how suspicious they were and claim it was a conspiracy even without evidence, or claim getting rid of them all was was going too far, or that she didn't do what she did to protect anyone it was to get herself in power. Which is all true, by the by. People have short memories in politics and you can't control the vote without an ongoing crisis. You honestly expect the little murderess to play fair? And if actually killing the predators was in any way part of her motivation, shooting them with bullets would have been a much more effective method. Ockham's Razor, my friend.

@@Godof0Thousand Eh, regardless of what she decided to do; killing predators or using them to convince the public to continuously side with her, she'd figure out some way to stay in power. She'd have to do something about the savage Predators, and the public might already be too consumed by fear to listen to reason and want them to be killed. If that were to happen, she'd no doubt find or create another crisis in order to remain in power down the line. She's manipulative and cunning, once she got in power it'd be near impossible to effectively bring her down. All she'd really have to do is win the hearts of the public, then effectively turn it into a cult of personality.
