I think if Dr.Levin could decipher, crack at least the control of the process of turning a zygote into a gastrula then the process of further shaping of the elements of the human body will become clearer.

"Evolution notices that electricity is a great way to store information..." How could accidental events "notice" anything and make a rational decision. Evolution is based on accidents (random uncontrolled events) and since everything is the results of accidents, by extension our logic is, too. But how could evolution make such engineering choices, since there are other choices as well. What necessitates these choices?
