Vlad's best builds should always be the ones stacking high AP and CDR, maybe MS, but the items are so poorly designed, and their value often skewed so hard towards their passives more than their actual stats that it very rarely is the case, especially when Riot seems adamant on making sure the AP + CDR items are either shit, or mana items. I was so glad when I saw that S14 Cosmic Drive passive would somewhat be like old Furor boots enchant, but then I looked at the actual stats given by the item, and as predicted, the season 14 Vlad build is centered around items with actual damage passive, and Cosmic is nowhere to be found. At least these item passives are about % increase to Vlad's damage, so it somewhat feels like you're playing the champ instead of playing a vector for item damage, but still.

@@yurilopes420 In my experience you proc it with say a q then the movespeed falls off before you can get another q off so you just instantly lose your speed especially if you use a burst combo like r-q-e-w. You lose the movespeed and don't have have the cooldowns to get it back. Obviously if you delay your spells you might be able to have 100% uptime but it doesn't feel good especially into tankier comps. I think it is a viable item but there's definitely better options. I'm not crazy high elo either but not keeping the move speed in extended fights feels really bad and I'd rather have the percent hp burn and percent increase damage on liandries.

@@tachi0131 ahhh, I see what you're saying. so if you do more of a burst playstyle, your rotation won't be back fast enough to keep the speed but I have to admit nowadays with the rift maker build I usually do more of a consistent dps type playstyle, but even then I do admit other options are way better
