While we don't know him personally, it's revealed clearly through statistics and continued studies on implicit bias that there is a significant difference in how people approach, regard, and interact with "others". In addition the relationship between the black community and law enforcement would preclude this from ever occurring. The mere fact that this man felt privileged and safe enough to approach the officer is indicative of the inherent lack of fear he had of this agent of the law. Also... read a bit about the origins of policing in America . Hot rod I realize that you read at a 2nd grade comprehension level, so let me help you out. Nowhere does it say that local police are exempt only while performing special investigations. The simple fact that it belongs to the local police department specifically exempts it. The clause about peace officers while on special investigations covers is a general catch all which would include FBI, CIA, NSA, ect ect while performing undercover work. RCW 46.08.065: This section shall not apply to vehicles of a sheriff's office, LOCAL POLICE DEPARTMENT, -OR- any vehicles used by local peace officers under public authority for special undercover or confidential investigative purposes.

I can't say for sure, but I don't think this would have happened the way it did if you remove the camera from the situation. what gives me this opinion is he wasn't complying with the stop as if roles were reversed and he scoffed when the man said "I'm going to let you go this time" and didn't take the guy seriously until it was clear that it wasn't a joke and the guy meant business. It's not a certainty, but I disagree that the officer was genuinely respectful. He was giving a vibe that the guy had no right to pull him over until the very end.

Just because it has blue/red lights blinking doesn't mean it's an actual enforcement vehicle... Unmarked cars should only be used in investigative work, not traffic enforcement... My family members have been instructed to NEVER pull over for an unmarked car unless they are in a high traffic area with plenty of witnesses around.. I won't stop for one either... I do not recognize unmarked cars as official traffic enforcement vehicles, period.. And BTW, everyone who gets pulled over by any marked or unmarked car doesn't always mean they have committed any crime...

I did not like the video and I am black and a police officer . I depise corrupted cops but I also can not understand how it is ok, to waist taxpayers money and stalk a police officer while on duty and prevent him from preventing crime that could be happening while he is conducting a damn survey. He does not know nothibg about what black people, poor helpless people regular citizens go through . He feels he doing something for the good of the people and he was not . He was really annoying . The police officer should have contacted dispatch and had a supervisor respond and then leave because he could have placed the officer in harms way . The would not have stopped if he did not believe this person needed assitance . The games people play.

@stns 440 Not really. There are plenty of videos where people refuse to show ID at traffic stops and the cop is calm and just keeps asking... pretty much like the person in this video did. The scenario you described is extremely rare.

I would like to agree with you, but there is systemic problems with policing in America and problems with deescalation. the profession attracts certain kinds of people from testy douchebags to just people looking for a stable job. that's not anyone's fault, it's the nature of the job. it's adrenaline inducing and exciting to get the bad guy. the kind soldiers get and these people couldn't become one or whatever, and I think that these occupations are completely different. this job is mostly making arrests. you easily see more of these testy douchebags being given the gun and badge. it's really sad to see. are all cops douchebags? of course not, there are obviously cops who would like to see systemic change to policing but unfortunately would be rooted out by the testy douchebags who are the kinds of jerks on football teams who haze the newcomers. you know if some ambitious person wanted to reform the system, it's not outside the realm of possibility that that guy would have to quit from the immense pressure or sabotage from peers and even perhaps someone with more political power. I mean it's happening in North Dakota. you see it happening.

What's the cop supposed to do? Tell his superior that he's not going to drive that car anymore? Why would the state issue him that car if it's illegal? And why is the guy with the camera giving the officer a hard time about it? It's not like the officer is the one who chose to drive an illegal vehicle for that shift.

1. The cop should act in accordance with the law and not patrol in a vehicle that is only legal when used for special operations. 2. "Following orders" is not a valid excuse for law breaking. 3. The car is not illegal, it is being used illegally. Irrespective of that, the state is not a flawless entity. The state makes many mistakes. 4. The guy with the camera has many reasons to give the officer "a hard time", a number are stated in the video. Police are not above the law and it's up to citizens to ensure they act in accordance with it. 5. It's the officer's responsibility to act in accordance with the law, he has sworn an oath to uphold the law. Being assigned an illegal vehicle is not an acceptable excuse for breaking your oath.

I am honestly very impressed at the cop, normally I would expect that to end in bloodshed. That is a great cop, he was violating the law and that is wrong, but that is a level of humility I've never seen in a police officer.

My black friends beg me to drive when we go out because I don't get messed with. Honestly, if I'm going out with them, I want to drive for this very reason. I know for a fact that white privilege is real because I've been there to experience both sides. I've sat in the back seat before and the second the cop realizes that a white guy is in the car, their demeanor changes. That, and we get pulled over a lot less when I drive.

***** I guess it depends on where you live. I commonly drive around at nighttime in good and bad areas. I have friends in all types of neighborhoods. I do see it more commonly in bad neighborhoods though. It doesn't happen all the time, but it happens enough for me to notice.

zosirscales Lastly, I'm very good with protecting my constitutional rights, and it's not legal to pull someone over under nothing more than a hunch. I've had a cop pull us over, handcuffed us, and ran a dog through my buddy's car because the cop stated that he smelled marijuana coming from our car. Even though the cop and our car both had our windows rolled up. We had nothing on us. I filed a complaint, but the police chief covered for the cop and he got away with an illegal search. If I had refused the search and resisted it, getting myself locked up in the process, I would have nail their dicks to the wall in a courtroom. Hindsight is 20/20. I know better next time.
