Councils are urging Rachel Reeves to allow unlimited tax hikes and to scrap the single person discount ahead of the next Budget.
The Local Government Association (LGA) wants the Chancellor to remove the current five percent cap on yearly tax increases, which requires a referendum to exceed.
While government sources told The Telegraph there are "no plans" to adopt these measures, the LGA argues they are necessary to address a £6 billion funding shortfall.
The single person discount, which gives a 25 percent tax break to solo occupants, could save £3 billion annually if removed.
Cllr Pete Marland, chair of the LGA’s economy board, said councils and residents, not Whitehall, should decide how local services are funded.
