Even when it refers to more than one thing, it is still grammatically singular, so you should use a singular verb: Most of the equipment was defective. Two big components in an electrical car are lithium and silicon that are difficult to procure.. Lucky lithium was discovered recently in India. It is upon the Modi government to strike a deal between India and Taiwan. Taiwan can sell its semiconductor technology and silicon to India as they hate China. Taiwan wants to support a country that will support Taiwan with it's battle against China. The Modi government needs to make an important decision. If the government can strike a deal with Taiwan then India will quickly emerge as an economic giant.
