trophy fish is not lvl locked. its recommended to get bronze hunter armor before fishing 27 because fishing 27 is when you can get your first lava creature, which makes it a lot harder to consistently get fish when you have to deal with creatures

Its currently level locked due to a bug with lava bait give you a multiplier instead of adding the chance so the only way to catch trophy fish atm is level 27 with a magma rod
