I think it's his passive, when an ally immobilize an enemy he gains empowered attacks. Since Ashe AA slows enemy, he gains the passive.

so many of these builds make me reminisce on the golden era of aram. Ingenious hunter on ap lucian gave you ludens active every 7 seconds. Late-game, your W became an aoe nuke. AP graves is the significantly weaker, but still fun version of this.
