Let's be clear here. While this family taking all this water is an issue, the bigger issue is that California has terrible "environmental" laws that basically prevent stuff like controlled burning and prevent water from canada flowing in to protect a single fish species in a river. Also, they have terrible infrastructure to capture rain water for use later. This is a far bigger issue than just this family.

Here in Arizona we have similar issues. We are essentially always in a drought and many cities and townships have turned to increasing the utility prices and encouraging citizens to conserve. Meanwhile giant corporate farms owned by either out of state or out of country companies(Saudi Arabia runs a 10kacre farm) continue to use as much water as they want and pay pennies on the dollar for it, all the while growing some of the MOST water intensive crops(Alfalfa, which funny enough, is illegal to grow in Saudi Arabia as it requires too much water). It is estimated "irrigated agriculture" uses 74% of our water supply, yet the finger gets pointed at the everyday citizen.

For instance I owned a 10 acre plot that had a protected salmon run on it, herons and salmon were strictly protected and no animals or vegetation was allowed to be messed with 100 yards from beach on either side of the creek. We agreed to this and it was baked into the price. Well worth it as I got to grow up in a garden of Eden. Deer often walked through, no license would have allowed for hunting them there. Animals don't get birthed on your land then live there in isolation, so if your killing tons of deer or elk as they pass through your land it's a bit unfair to everyone else and also poses an issue to the animals population. The purpose of the hunting psicense system is sustainable wild game, countries that cat grasp these have desolate ecosystems like China where anything that moves was killed long ago. We have beautiful animals in America and may countries like India, China, and Eastern bloc countries often have immigrants that are awe struck that we still have huntable wild game casually living in most cities limits. It's a luxury only possible through the diligence of the fish and wildlife service, probably one of the only gov agencies I wouldn't defund.

Tap water is different depending on the company that processes and purifies it. It also depends on the condition of the main waterline. My area has a reputation of maintaining water lines and efficiently purifying water for municipal use. But some other neighboring counties might have water that is...less than ideal. I know of one guy who filled his glass with tap water and it would have sediment in the bottom of the glass after a few minutes.

The difficult part of this, is that water rights are inherently tied to property rights. If you own a acre of dirt but cant grow anything on it or build on it because you cannot get access to fresh water, that land has effectively no value. And if your family built a farm 200 years ago on a homestead, and the government comes in and says "We built a city nearby and people are more important, so you cant use water anymore" - that is a taking of property rights. Literally impossible to decouple the concept of personal property rights from water rights. And once people HAVE water rights, taking them away with a government gun is a *huge* issue.
