Shaykh Abdur Rahman as Sa'adi RahimUllah has some works similar to this. Al Qawaaid al Fiqhiya (Maxims of Fiqh) and there is another book also with around 22 maxims. I remember one maxim being:- Anything which is harmful or predominantly harmful to man is prohibited. And anything which is beneficial or predominantly beneficial to man is permissable. Then the Shaykh gives evidence from the Quran:- "They ask you about intoxicants and gambling. Say, “In both there is a great sin, and some benefits for people, but their sin is far greater than their benefit.”..." يَسۡئَلُونَكَ عَنِ ٱلۡخَمۡرِ وَٱلۡمَيۡسِرِۖ قُلۡ فِيهِمَآ إِثۡمٌ كَبِيرٌ وَمَنَٰفِعُ لِلنَّاسِ وَإِثۡمُهُمَآ أَكۡبَرُ مِن نَّفۡعِهِمَاۗ...
