In Germany you get your plates issued by the registration office and they carry an official stamp. Impossible to clone unless you steal the actual plates. Then the owner will report them stolen and get a new number issued and the old number gets blocked and flagged as stolen. So yes it would work.

For £1500 in Croatia you can barely get Mk4 with 300k km let alone Mk6. Also it's weird (and should be illegal) for non governmental shops to sell government issued plates. In Croatia you can only get plates from CVH (Centar za vozila Hrvatske/Vehicle Center of Croatia) authorized technical inspection stations and from police

This happened to me. When I was about to leave UK I wanted to sell my car so I posted online (stupid me not covering the plate). Sold the car and a few weeks after I received a fine of parking in London (I lived in Southampton). Someone cloned my plate and put it on an Astra same colour was mine and year but instead of hatch it was an estate.

I think the plate number should be registered on the owner and the car cannot be sold or transferrer by anyone else but the owner. So that I cant sell Jimmies car over there because the plate would belong to him not me. It wouldn't stop people from cloning cars and framing people but it would more or less stop people from being able to sell cloned cars.

Had a similar solution but the seller actually gave us the vin of the good car but then showed us the bad car which didn’t match the vin. He also parked the good car within sight from the bad car so we saw the good car before the seller got there then they brought us over to the bad car and we were like man it’s pretty obvious.
