One way to create a really good villain is to give them less screen time. The few times they are shown, you show how powerful they are. And then you dont show them again for a while. That way, they remain a mystery, and the crowd is left to fill the gaps of their story and character with their imagination. Its why Darth Vader also became so popular. I believe Vader only has like 30 minutes of screeen time in all of the original star wars movies. And the few times we've seen him, he's fearless and powerful.

Death literally wanted to kill puss early out of spite just because he felt insulted by his arrogance, the only reason he left him alone is that puss became humble so he lost interest. Simple. Let's see... Death is the following; resentful, sadistic, and battle-hungry. If he was just doing his job then Death should wait until puss until he meet his final demise. He shouldn't care if you 'appreciate life' or not. Death is just a force of nature, right? It has no metaphorical, or rhetorical, or poetic, or theoretical or any other fancy meaning. You just die, straight up.. If Death's character was apathetic and unfeeling without any personal motives, then he wouldn't go out of the way to kill some arrogant cat over a grudge.

I think the scariest thing about him tho is the fact that, While yes technically he’s portrayed as a villain, he’s just doing his job making sure all lives are accounted for. He is actively trying to take pusses life, he in fact displays anger and annoyance when puss overcomes his fear because it makes the hunt for the kill not fun as he states “I can here for an arrogant little legend who thought he was immortal” showing that he had intention to kill puss and in fact didn’t want him to survive as said by another one of deaths lines which is in Spanish after puss “wins” in which he says “why did I have to go and play with my food” which in other words means why didn’t I kill him sooner which shows he’s a villain and evil and if you don’t think so then think of jigsaw, sure he’s showing people the value of life but is putting someone through physical and mental torture really the best way to do it because that’s what death is doing except he’s not trying to teach a lesson he just wants you dead so if you saw jigsaw is evil then wouldn’t it make death more so? He is "Death," so he might not actually be a wolf, as one possibility that occurs to me. When Death decides to pursue someone for whatever reason, he may choose to take the form that best fits the target. Puss is challenged by the "Wolf," who is physically the complete opposite of him. This could mean that in future Shrek/Puss films, we might see an eerily familiar character who we don't recognize until they start whistling.

I feel like people keep misusing the word villain a lot. Death is an antagonist sure especially to Puss in Boots until the end of the movie but Death itself is not a villain, it's just a force of nature (or it's function). And this Death here has been personified to a being that you can interact and engage with. He's just doing his job as part of the workings of nature, not inherently good or evil (those are human concepts), this personification of Death is also honorable (which is a concept of good morality) but again; morality is a human concept.

One thing I haven't seen many folks mention is the chase scene when Puss, Kitty, and Perrito are fleeing on the wagon after first stealing the map. Puss hears the whistling, then looks back and Death makes the "I'm watching you" gesture...but when he does, he has coins covering his eyes, which is an old practice for holding a corpse's eyelids shut (supposedly), and a superstition for "paying the boatman's fare".

You have to remember that death is personally trying to take Puss’s last life in the movie. Death as a character is treated well here because he’s not treated as someone who will turn to the good side, because he has no side. He takes everyone, whether it be a king, peasant, woman or child, bandit or knight, he’s there to take them. I’d like to think that Death in the shrek universe has taken the image of a wolf as to not only strike fear down on those whom challenge his coming, while also taking the form of a creature that when not angered can look calming to that of children and those that died tragically. However, Puss did something that nobody else had done to death in many ages; pissed him off. When someone constantly gloats about his successes or insults to others at some point the person he or she is insulting will fight back. Puss had done this constantly, such as saying he laughs in the face of death. Meaning he is giving Death the middle finger while laughing. And for 8 of Puss’s 9 lives he did this. We don’t know how long each life was, but let’s say for each life lost Puss got a reset on age. Meaning Puss could have been laughing at Death’s face for years. And just like anyone insulting another, Death eventually said “I’m taking your last life personally, so I hope you can tell just how pissed I am at you.”

I think if death hadn't intervened, he would have died much faster in his last life. This villain isn't like the others we've seen. He IS death. He is coming for Puss, whether he likes it or not. Any time we feel exhilaration during a high emotional battle scene, Death made sure to keep one step behind. Always watching. His whistle signified that the Reaper will always be around that corner. Waiting. He doesn't change sides and become 'Good' or more 'Evil'.. his presence on screen is an immediate tome changer, it can go from silly rainbows to blood chilling darkness.
