Back in the day you used to be able to buy custom graphics card coolers like you can with cpu coolers, I had an arctic cooling accelero S1 and it was a beast compared to the stock coolers, this was like 2007.

I mean you're only blowing air over one set of fins with the others blocked off by heatpipes with 4x 5cfm fans. No one would have expected this to work. It would take like 12 of those just to equal one 60cfm fan.

I too built custom gpu coolers like 10 years ago, slap a Thermalright Macho on it.

It seems like this configuration could be successful if you used the mini fans to direct the exahust while leaving the existing fans installed. The biggest factor is not fan speed but air volume being moved and I am not sure those fans can move the same volume of air as the default fan configuration. If not then you would cause air pressure to rise in the gpu and actually hurt cooling performance.

Unfortunately you didn’t invent it, some old card has “roof fans”. The concept seems to be abandoned as of now, only seen in some diy gpu
