As long as its 100% silicone, it can be clear or white. It depends on what opacity you want the whip to be

Can you use any paint?

Acrylic paint or tempera paint. Don’t use watercolor. You could also use pigments or acrylic inks. Just don’t add too much!

I'd recommend watching actual channels do this if you want to give it a try. Even their piing technique was wrong. As someone who does both baking (including cake decorating) and have tried decoden quite a few times, don't go by this "tutorial." There are many great youtubers out there who have real tutorials. There is a piece for piping bags that you can screw the tip onto the outside which makes it a whole lot easier.
