These sets get the cutom and particle effects only when they are chosen! That being said, not all of the chosen ones will be upgraded but you can definetly expect at least some parts of the set getting effects. The rare, very rare and ultra rare do get the full bling bling. You should try imagining how the set would look with effects, then judge if you like it or not!
