Garp's storyline kind of introduced in Live action its not in manga. But the intention of the story was to show that Garp trying to scare Luffy off from becoming a Pirate, or see his resolve and test him. Even though to this day people think Shanks is Luffy's mentor, It has been always Garp who is Luffy's mentor and teacher. Shank only inspired Luffy to be a pirate and have some of his wisdom transferred but Luffy's morality and attitude come from Garp. Garp is flag bearer of freedom but he also wanted his kids to be Marines, on the safer side of the world. So its hard for Garp to let go, knowing the world

The Garp testing Luffy thing is about how dangerous it is outside of East Blue. East Blue is considered to be the "weakest" of the seas(North, South, East, West). You got to see an approximation of Mihawk's power on his "phone call" to Garp and there are people that powerful and more(both "good" and "bad") moving forward in the story. What Mihawk was able to to do Zoro in their fight is a pretty fair representation of what would happen to Luffy if he tried to go toe to toe with many of the people in the Grandline and beyond. Garp was making sure that Luffy had the determination, will and strength to be able to not just instantly get himself killed out there. Also Garp wanting Luffy to be part of the Marines would mean if Luffy ran into issues he'd have the power and station of the Marines on his side as a pirate he's out there with really no one to back him up if he finds himself in over his head as you know Luffy seems to be pretty good at.

Garp himself is also a goofy and sort of extreme character. They hammered that home well enough before in the LA imo.

I think they missed a bit of an opportunity to drive home Garps standing though. Yes we see him adjudicating Roger's execution and we get to see some of his strength with the cannon ball and fighting Luffy and that both Morgan and Nezumi are below him but imo not getting the whole deal of who Garp actually is dilutes this subplot a bit@@m0-m0597

Every kid has a "dream" but most shatter when pressure is applied, he had to make sure that he was serious about his before he goes somewhere so dangerous and potentially gets himself killed. Pretty much saying "this is the kind of power you can expect".

As you move down the grand line you move away from area's controlled by the marines and instead controlled by pirates. You have to be very strong to make the journey and survive so the farther you go the stronger the crews become as the weaker crews give up or are destroyed. Example Mihawk wipes out a whole fleet of Grandline Noobies just for fun when he is introduced.

In the animé of the 5000, 100 survived and Mihawk chased them. Luffy fought Don Krieg the head of the pirates that Mihawk destroyed and it was a difficult fight.

Think of it this way. Garp wanted to make sure that Luffy wasn’t idealizing what he believed in instead of believing in something he was just romanticizing. That’s how I took it. Garp knows the grandline and how dangerous it is and there are a plethora of things you could assume that Garp was thinking while he was thinking about what his grandson was going to face.

Garp turned down being an Admiral. All the admirals are rudiculously OP. Also do not underestimate Shanks. The warlords are all cautious with him, not just Mihawk. There are many ways to gain abilities. The devil fruit is just one. So far the only devil fruit eaters we have seen are Luffy and Buggy. There are more people to join the crew, I am up to 7 total and almost 8. 2 of them are devil fruit eaters.

I've read some comments, and I feel bad for you. They've either intentionally or unintentionally given many spoilers-like the number of crewmates Luffy will have in the future and who in the show (so far in live action) has devil fruit powers. It might have been more fun if you didn't know any of this until the next live-action season. There's more spoilers but those are just two examples.

First of all, Garp is not present in the manga during this arc. Everything involving Garp is basically a unique addition from the live-action, serving as a convenient vehicle to carry a number of plotlines and themes that had their original presences cut short or completely out due to length considerations. But the core remains true to the character: Garp is a tough-love grandpa who is extremely upset about his grandson wanting to be a pirate and has tried for a very long time to convince him otherwise. But blood is thicker than water, so above all, he just wants his grandson to be safe. But, much like Luffy and Zoro showed in the lead-up to the Mihawk face-off, some dreams are not something one can step in the way of. So for Garp, the entire time he spends chasing after his grandson is his final attempt to show him the ugly side of pirating where the gloves come off: he chases him down repeatedly without letting up (oddly befitting his dog&bone motif) so he knows it isn't something he can just stop doing, he fires cannon balls and tries to sink his ship to drive home that he may die and even sends a pirate like Mihawk into the conflict who is so ridiculously beyond them to show the pirate world is not a fair place. In our world, every single bit of what he does would be an abuse of his authority, but having this flexibility is literally the only reason why Garp remains a vice-admiral: he does not 'want to do things their way' and is very much a man beholden to his own brand of justice. There are a lot of other things I can't get into because of the utter spoiler minefield that is a character related to the main protagonist, but all you need to know is that the more you learn about Luffy & Garp, the more you can put this world into perspective. Things always appear simple, but are never as black and white as they appear. Also know that Garp originally made his first 'real' appearance in the story near the end of what I presume will be the fourth season, so it will very likely take at least six to seven seasons for that depth to really show itself. (I put real in quotes because Garp did appear far earlier while wearing his dog hoodie without readers knowing his identity/relevance during side-stories involving Koby & Helmeppo's training, which he releases on the front pages of manga chapters... and yes, One Piece's insane author uses the front pages of chapters to tell mini-stories involving side-characters that way.)

Luffy in live action wasn't even in top 100 strongest in One Piece full list character power level scale, while Garp, Mihawk and Shank was above top 50... Probably even more higher...

The Garp testing Luffy thing definitely didn't make any sense and was very corny. I watched an interview where one of the showrunners said he had to really fight Eiichiro Oda to include the Garp B-plot.

I think the Garp/Luffy showdown didn't translate as well as they intended. I think he wanted to convince Luffy pirating was too dangerous. Once he realizes Luffy would never back down he stopped

Kinda. It's more about Garp trying to make sure Luffy is actually ready for the Grand Line (entire armadas get destroyed there all the time). He's doesn't think that Luffy is ready yet and will get hurt or even die. So he tests him.

I think its hard for Westerners to understand discipline vs beating. They are not the same. Especially not in east. Garp isn't beating Luffy up, he is toughing him up. Beleive me if Garp wanted to beat Luffy, he would've in an instant.

The Garp plotline was entirely added just for the show and everyone including One Piece’s creator agree it and specifically its conclusion were the weakest element of the adaptation
