Mobile fingerprint technology, pioneered by the Met Police, is allowing officers to check people's identity out on the beat - saving time and reducing costs.
At the moment when an individual is arrested they have to be taken to a police station with a custody suite to process finger and palm prints and take photographs.
With the number of custody suites being cut the process can take several hours.

To make a arrest in England and Wales the Police And Criminal Evidence Act PACE was revised, meaning a officer needs necessity criteria, there are a number. Two of those are to ascertain someone’s name / date of birth and address.

It's "Compare only" it doesn't "Store it" Essentially, when the print is taken, it reads the print and analyses it, it then compares it to the national database, and displays any matches, if no matches are found, it will display this on the screen. If you think about it logically, it wouldn't need to store the fingerprints taken... because the whole point of using it, is that the police suspect the person is giving a false name or, is about to commit, or has committed an offence. Now in order to store it, they need a name to store it against, so that any future matches to that print will show a person's name. If they suspect they're providing a false name, so they take their prints, and no matches are found (because they've not been arrested and put on the system before), then unless they can be sure the name they have been given is that person's actual name, then there is no way the print can be linked to any particular name. The custody process is different, when arrested, the officer provides the circumstances and the reasons, if detention is authorised, the person is asked for their name, address, occupation, and risk assessment questions are answered, such as if they have any illnesses, are injured, take medication, have suicidal tendencies or suffer with depression, or if anyone relies on their care, etc. Once the details are taken, and the custody record is created, THEN they go through to the room with the live scan machine, whereby the detention officer inputs their details (first name, surname, date of birth, etc) into the system BEFORE capturing the prints. So then, going forward, if those prints are scanned on a machine, it will link to the match from when they were bought into custody, and the key point, is that it will give a NAME of a person. There is quite literally no point whatsoever in stopping people on the street, and taking their prints, but not being sure that the name they have given you is correct, because if you can't confirm the name of the person then the prints will be stored against no name, which would be utterly pointless. The whole point of storing prints it to match it to other records and identify the person, by being provided with a name. If there's no name linked to any print then you aren't going to get a name, so the whole process would be pointless.

Johnoè the video explains the device does not keep fingerprints and they’re deleted after use. They use the fingerprint and compare it with databases (both national and international) to check their credentials and criminal history..

Sweet Peaches this is my point, you can be put in that data base if they suspect you of doing something they don’t yet have evidence for. For example if you’re arrested today, they keep you on the data base for an indefinite period if you’re ever falsely arrested for the same thing again that gives them reasonable suspicion.

Sweet Peaches you don’t need to be a criminal or do illegal things to value your privacy. It becomes a problem when you’re driving your nice car in a bad area and you’re getting stopped 5-15 times a month because you’re out of place. Wasting your time again and again all because you got stopped and added to a register of previous people that have been stopped. Or someone hacking into their system and with you finger print and details, they’re able to buy stuff in your name and so on.

It’s just to confirm who you are and can only be taken if you have committed an offence... if you are not a criminal your data will not be on any police database. Its the law... Read a book... better yet... listen to what is said in the video?

Based on what? Suspected of committing an offence.. in any case, if they doubt his identity, and he can't prove it (with a photographic driving license or some other form of photo ID), they can use it.... Driving without insurance is still an offence, so is driving without a valid MOT, the fact it's a traffic offence is irrelevant, the term is "committing an OFFENCE".

@@thefiestaguy8831 You can not get prints took for driving offences, only under pace to prove who you are. Some driving offences, yes which are criminal offences. Police can't just pull you and take prints. Don't argue.

@@spudhead1161 The whole point of taking prints is to prove identity, regardless of the offence. If you can't prove the identity, or keep changing your name and date of birth when the officer asks for it, it's pretty clear you are making it up, and so an option which gives them a realistic chance of finding your name and date of birth is to obtain your prints.

You can’t arrest someone because you don’t know their name or address, unless they are obligated to provide it under the law.

You can, in certain situations you are obligated to provide it. If they commit an offence, or are suspected of committing one, or are involved in anti-social behaviour, under numerous different laws they are required to provide name, this is especially prevalent in traffic offences. You get stopped driving stupidly quickly... the officers want to report you to court, for perhaps, driving at 70 in a 30... They need to fill out the forms so that you can be sent a court summons through the post. You refuse to give your name and address, or even confirm that the car is yours. Without your name and address, they simply cannot complete the process, and therefore no summons could be issued, and so, as such, PACE CODE G (You clearly want to look it up) allows them to arrest people in certain situations who refuse to provide their name and address, in this case, they'd likely arrest them for obstruction, UNTIL such time as they provide the details. Realistically, if you were nicked for this, and driving on the way back to custody, and then suddenly decided to provide your name and address, provided they were in a position to stop and check these details, they'd do so. As long as you weren't then wanted for some other offence, they'd be able to process the court summons form and then you'd be let go, receiving the summons in the post usually weeks later.

@@iainduncan0303 I don't agree with alot of the laws in this country now as they're becoming outdated and unjustified. I feel the government has got too much power over the population now and this just feels like another way for the government to control people as well as what they say and do, don't get me wrong, this will likely help do alot of good, but in the UKs current state, the last thing we need is for the government to have more power and control over innocent people

@@NicholasCoulter can you give me an example within the criminal sphere of how the government hold too much power? The only thing I can think of is perhaps the new law which stopped noisy protesters outside Parliament which is recent and as long as the noise was not stopping them doing their job they should be allowed in my mind. Other than that I can't think of anything personally. In fact the new data protection laws have hindered the legal system dramatically, offenders (who often don't commit crimes as a one off) DNA etc is only held on the data base for a 3 years unless it has been particularly violent AND sexual which they can apply to hold it longer. This 'protection' has let many offenders go free or qt best prolong the investigation And as stated - 99% (dare I guess) of people complaining about the government holing their fingerprints have their entire life story on media like Facebook for all to see.

Step 1: Police have finger print readers step 2: finger print data is connected to persons ID and personal information 3: data is connected to other data bases like car insurance 4: Inter governmental database data is connected with data from other institutions 5: an ID card is issued to every citizen with their finger print on it 6: finger printing becomes mandatory everywhere 7: You have a Police state. We go from 1 to 7 very quickly.

i really dont believe it would be deleted, im sure this is sensitive data, which can be used to forge prosecutions. however all im saying is if they are going to take finger prints like this, they need to provide a contract that the finger print will be used for sole purpose to identify for THAT stop. and if data is leaked, then there needs to be a fine for the police and compensation to the victim. i will not be surprised if there is a data breach or data sold in the future. i think the finger print is going to be the new national insurance number

1:09 he claims a reason for arrest is a person not given their name. Wrong! Wrong! Wrong! Police codes and practice clearly states 4.3A there is NO power to DETAIN the person to establish his name. If the person’s name cannot be established, a description of the person should be included on the record of the search. The only time you have to give the police your private personal details is if you are driving or under arrest.

yo dont have to stop and talk to no police unless they state you are being detained for a actual offence. it is also not a offence to refuse details you can not be arrested for refusing details

This is going way too far now, I was under the impression that as a member of the public I had the right to some privacy, As far as I`m aware a police officer can only ask for your name and details if he "Reasonably suspects you have COMMITTED a crime" or "Reasonably suspects you are ABOUT to commit a crime", it is not permitted to just randomly question someone and ask for details and then when NO details are given take this as intent or suspicious behaviour, As far as I`m aware it is still not the law in the UK that you have to carry ID papers with you (except when driving a motor vehicle) - The Met police and the other forces where this has been tested don`t have the best of records - I see this being abused.

So a reason for an arrest is not knowing a persons name and address. I think he is wrong. You do not have to give the police any information, Only once you have been arrested you have to give your name. Don't talk to the police unless you need help yourself.
