Just future reference if it's going into the red on obs your streaming video bit rate is too high and if it's too low then somethings restricting it and it's probably the VPN.

for vpn, try a different vpn, or a different location.. some vpn's also allow you to select what programs to route through them, so you can route gta through the vpn, and let obs bypass it. and i just realised i am commenting on puffer's video, the ONE person who had no issues at all, good job me.

To start with a vpn u gotta make sure the rockstar launcher connects, it migth take some tries to get it working depending of ur vpn, if the rockstar launcher says "offline bla bla bla" on top close it and start again
