It looks like Ningxia has more Han Chinese than Hui Chinese.Total population is 6 million something, really small population in Chinese standard. Although being labelled as poor region , most people there are modestly well off (小康). Salute to Chinese government for their efforts in poverty alleviation. How long a holiday do you have in a year? Last, does US embassy open throughly right now in China? are they friendly to Chinese overseas? I do not have US green card. My visa requires me to fly to 3rd country to obtain it. In the last and last, assuming people has their own problem not doing something is devil. like you don't eat just because you are not hungry? maybe the food is poisonous.

I'm comparing the 3rd poorest city in China with downtown San Francisco, Boston, etc. I'm lost for words. Indeed it makes sense to spend all the money on American civilians than on the military. Imagine spending $20,000 on a missile to kill a "terrorist" earning $100/- a day. China spent very much less on military until recently as they are now surrounded by American bases and fleets.
