Those drums playing is probably a Murga practicing, the very little we have left in our culture coming from Afro argentinians, I think it originated in Uruguay and it’s related to working class and they usually “represent” their neighbourhood, they dress up very colourful and dance to the beat as well, picture Rio Carnival kinda colours and that.
