There are algorithms which can simulate a “solved” chess board with totally perfect movements but only if there are 7 or less pieces on the board. There are quite literally too many things to keep into account on a full chess board to simulate a totally “perfect” game and the computational resources required are not currently possible to achieve. StockFish is simply the best, not perfect.

Honestly I don't think Levy is at the GM level right now. If compare how people train (full day of playing, studying books, knowing theory up to 20 moves, constantly participating) and how Levy trains (more casual), you'll spot the difference. The gap is significant, but not impossible to close
