The reason why Beast is still no.1 is due to consistency, he performs mostly the same from start to finish in all of the fights. Cell Max has bigger number in both offensive and defensive side in the active turn, you can say Cell Max is stronger than Beast in the active turn. But he can fall off defensively after the active turn and gets killed easily. To be fair tho, there is no event that can stand the super boss bukkake fest yet lol.

Also that's not how his attack works, the superheroes thing is only for allies on his rotation not enemies you're facing. I think you should look at units with their teams in mind. Gogeta having his target later is good since there is another target ability. Gogeta provides support while cell max does more damage and tanks for the team. Cell max having access earlier to his target ability doesn’t make his better than gogetas. Only for shorter fights. Against gogeta blue he will have his target always up

Gogeta has the luxury of having another target ability in his team while also having revive characters. Gogeta is flexible, while supporting his team with rainbow orbs and healing aswell having another target ability which is easily useable in the most difficult fights rn. Moreover gogeta is better than cell max once cell max intro wears of and his target ability is off.
