I always recommend Legolas for this level even if you don't have him leveled up idk how to put it but if you use him you don't have to wait as long to draw the bow back fully and it's a 1 hit shot on each of the shields on the Oliphants, you can kill them standing by the ramp then wait to see where the next one appears and run over, for the nazgul (dragon) I use the same method kill the Oliphant right away run over where the nazgul appears kill the enemy that spawns there and have your bow at full draw you can kill the nazgul it about 4-5 hits 1st try let me know if this helps any lol I used to struggle with this and both the Minas Tirith missions
