I've acquired cars for people a few years now, My advice: If you're considering condition over price, the Desert SW is hands down the best. Especially, the high desert. Indeed, as a car salesman in NM, we dont have rust problems, like you have to try hard to make your car rusty here. Though There are some 'salty' areas, Taos for example during winter etc. But by and large, NM is a decent state to buy cars in. Decent low tax, 4%, gas can still be had for 1.80 here, and insurance isn't to bad. Pay about 100/month full coverage for my lease. And less than 80 for full coverage on my 03 bmw z3

I live in iowa. I’ve seen cars as young as 2013 with visible rust around the wheel wells. Finding an older car (90-05) is pretty rare. We have extremely hot and humid summers and very harsh winters. My area had the roads re salted every 7-10 days. All year round, with the only exception being one month of fall, our cars are being eaten alive by salt and humidity. I daily drive a 93 dodge caravan that my dad gave me that I’ve modded a little bit with a turbo and I fixed a lot of the rust. I get more looks than a brand new sports or muscle car, it’s exceedingly less common.

When looking at a used vehicle, remember that all accidents aren't reported. Check panel gaps, look under the hood and under the trunk liner for signs of a collision repair. Tape lines, welds that aren't from the factory. Undercoating or seam sealer covering repairs is common. If you're not sure what to look for, you can pay certain shops a small fee to inspect it for you. Also check the fluids before starting the vehicle. Make sure the engine is cold. If the engine is warm, it might have a problem and it might have been warmed up so it runs better when you arrive. Check around the engine, transmission, and under the vehicle for signs of leaks. Check the suspension for rust, dents, new parts, signs of something rubbing, and also for moisture which can mean a bad strut. I know it's a long post, and I still left out a lot, but it might help.

Lived in Florida for the first 30 years and can confirm after living in Portland, Or the last 3 years that Florida is much cheaper to buy cars overall. One thing to consider in FL is sun damage. I owned 6 s13s, one z31, an e30 and an e36 and the sun absolutely destroys, paint, dashboards, and adhesives used to hold German interiors together. To scale still probably better than the rust belt

One thing to look at is shipping a car to your state. For an expensive sports car it maybe better to buy it in FL, TX, or NY and then have it shipped. Shipping fees have come done quite a bit do to the Rona. I know I was looking at a 996 in AZ and the shipping was only 500 bucks to S. FL, with a good company.

Being a fellow American born and raised in Chicago, IL sharing this country with so many regions of people I just assume other people understand the idealisms of being in a wintery climate from seeing snow, to experiencing salt on the roads, to cars getting rusty over time, and knowing how to manage driving in snowy conditions... during that time of year of course. It just always blows me away when people, AMERICAN PEOPLE speak so obliviously about snowy/icy winter life. Having never seen snow, doesn't know what it's like to drive on ice/snow, has no idea about the rust from salt... I mean I understand, it's just mind blowing to me! We live in the same country!!! But like I said, I understand... I have also never been through a desert and have never seen a wild alligator or scorpion, nor have I ever been to a bayou. So... we're even.

TT&L depends largely on where you live not where you buy. I sell cars in Montana, and we charge people for their states taxes. Personally, if I were shopping for a car my #1 choice would be AZ and NM. Warm, no big weather events (like floods and hurricanes in FL), and older population that takes care of their cars + a pretty decent inventory since there are some big population centers

Sun damage should be taken into account also. Those Southwest states you listed as being great for used cars can have a negative effect on premature rubber seals, hoses and interior wear. I bought a used Honda in Oregon that was a transplant from Arizona. I had to replace all hoses (including the vacuum), belts and the window seals were leaking. Oregon, by the way, has low DMV fees and no sales taxes to worry about. The rust is minimal except on the coast and the central part of the state is very dry.
