It can work, but it can be tricky to get right. You need to have water that is "supercooled", or cooled below the freezing temperature without it actually freezing. Put a plastic cup of water in the freezer, say...40 minutes for 1 cup of water. It's gotta be super cool. Then, try to knock the cup around and disturb the surface tension of the water. At the right temperature, it will flash freeze into crystals right before your eyes.
