This is Fortemons. You can set a move in your Item slot and every Attack your Pokemon uses gets the effect if the move in the Item slot. The move in the Item slot for Latios is Charge Beam which has a 70% chance to boost Special Attack, so when Latios uses Scale Shot, each hit has a 70% chance to boost Special Attack.
