In canada they just use traffic lights every couple amount of distance at certain places to signal which direction you should go in that lane and changes depending on traffic needs. It is probably much more easier to set up and uses a lot less gas than this method since once set up it is just electricity...

You could run two of these and move two lanes, three for three, etc... south side Chicago I-80, Los Angeles, NYC. Possibilities are endless. Rush hour is mainly one way in the morning and opposite at night (traffic inbound to town AM outbound to suburbs PM. Not rocket science

In Canada, I saw some places just use traffic lights over head every once in a while on some roads to signal which direction you should go in that lane depending on congestion needs. That seems like a much better system than this and cost much less tax money.
