I read in a forum some answers to a question according to which outdoor stair stringers should have a slight forward slope (say 1/8") to facilitate water evacuation. After that, I checked my house (built in 1923) and noticed that indeed all external stairs (in cement or wood) do have a forward slope. Is that an old way no longer accepted by new standards? Your comment would be greatly appreciated! Thanks in advance!

Smaller stairs with level treads in warmer climates, might not need slope and the design can also create problems requiring sloping steps.

I am concerned that the wet concrete will exert tremendous force to lift the stair stringers and pull the stakes from the ground. Is there a rule of thumb or guidance as to how deep the stakes have to be into the ground to avoid upheaval.

I've never heard of one. Drive the stakes in and attach to forms and then give it a tug in any direction you think could be a problem and if it moves, then add more reinforcement. Keep in mind that you can pour the concrete slower to reduce the force you are concerned with.
