I just thought of a way to disincentivize flailing (in ranked/tournament play) since this guy was gracious and resigned after he saw the game was unwinnable for him: Let's say black wins the game. Black gets 2 "victory points." From the resigned position (or some number of moves before), white has the option to "challenge-rematch" black *from that position* but with an adjusted komi (maybe dependent on the number of moves back from the resigned position--this would require some tuning); this rematch would be worth 1 "victory point". Basically, the way the flailing disincentive works is that if white plays out all the moves (and starts playing for tricks and making their position worse), then white has no more opportunity to recoup a victory point because they've removed all the aji on the hope that black makes a dumb mistake. I'm not sure if anybody has tried something like this before. It's just a thought.
