Banner didn't find a way to *control* the Hulk; 'control' implies mastery, dominance over another. That's not what happened. Banner found a way to *coexist* with the Hulk, after Thanos broke Hulk's confidence; they *made peace* with each-other, living and working together as one entity, sharing each-other's strengths and covering for each-other's weaknesses. Tony was wrong about Steve, assuming that Erskine's serum was the only thing that made Steve special, when in-fact the thing that made Steve 'special' was that he strove to always do what he believed was right; he never once abused his power for his own gain. Both Steve and Tony have egos; Cap is sometimes blinded by his self-righteousness and Tony more, and more-often, than most, to the point of arrogance - but Tony too was humbled and broken by the loss of Peter, and so many others besides; Pepper and Morgan gave him something worth more to him than being right; he finally learned, in that moment, that 'cutting the wire' was not the point, but to be willing and able to give his life for something greater and more-important than him. Steve was always willing to do that; that's what made him worthy, of both Erskine's serum and Mjolnir - but even in proving himself worthy, Steve never claimed the power or title of 'Thor' - he knew it didn't belong to him, and he never wanted it for himself; he only borrowed it until he didn't need it anymore, and then willingly returned it.

@@elykspuz6596 Not really. The serum makes up a good 90% of the reason that Steve is considered special. Yes, he was a "good man," but it's not like he was the only good man in the world or even a perfect one. Without the serum, he would have died without having made a difference (since, with is laundry list of health issues, there was no way he was making it long on the front lines, if he ever even got there) and that's what Tony was pointing out. Without the serum, Steve is a good (even clever) guy, just not SPECIAL, especially compared to the rest of the team.

The part about that scene that always got me was Cap complaining about Tony saying he would just cut the wire. I mean he didn't exactly say if the wire was in enemy territory or even what exactly the wire was connected to. So laying on it could trigger a explosion if it connected to such things or the one laying on it could get stuck and the buddy who made it across could get picked off by an enemy that wasn't seen before. There are LOADS of reasons why cutting the wire is better then laying on it and letting someone crawl over you. And as a soldier Steve should've understood that. He was really just picking a fight that didn't need to happen.

You can kind of see Tony snap out of the Sceptre's influence after Thor says the "Humans..you're so petty...and tiny.". He kind of rubs at his eyes/temple right afterwards. He's the only one who does but I didn't noticee it when I saw it in theatres on opening night
