What's even wilder is that the US debt market can buy $3mil of debt for less than $20k. Less than 1% of it's face value. If a company can write off 99% of a debt, why can't they offer that 99% off rate to the debtor, prior to sending it to collections? For that matter, why can medical debt even be sent to collections?
