Maybe they start to lie to themselves that they deserve the record, so in their head they justify cheating. I used to not count my bad solves on cstimer because I told myself "That's not really me, that's just a fluke, in reality, I'm better than that." which was false, and a delusion that lead to me cheating my own times at home. I obviously don't do that anymore, but I'd bet it's a similar mindset with WR cheaters. They just think they deserve it.

Very few scramble states take a full 20 moves with the optimal solution. Most optimal solutions are 17-18 moves long. So theoretically, if you could find the optimal solution consistently (which is obviously a colossal if), a 19 mean wouldn’t be too luck-dependent.
