This guy SHOULD'VE never been in jail in the first place. America reevaluated their laws on steroids almost a decade ago. They were calling them "youth" clinics. Endocrinologist, general practitioners, and nurses staffed clinics, ran bloodwork, and provided legal alternatives. Steroids and marijuana aren't "gate way" drugs-neither are coffee, cigarettes, or an occasional beer or whiskey. It completely depends on the person.
