It's not a thing of law, that's just how conservators work nowadays- they preserve what's left, not adding anything. Of course if the client also wishes to do so, that's the preferred method from the perspective of conservator, will of the client/owner is usually a complitely diffirent story...

They just extrapolated what is the most likely thing to be painted/sculpted in a given area. Countless priceless objects lost their value due to such activity- it was especialy popular in 19th century.
