I’ve done that in my Ladies League and had to count the stroke under rule 9.1b.

Yes, he should have taken his Second Putt from where the "Short Putt" came to Rest, but he could have rolled "That Putt" in for a Par also.

This was never a "Penalty Situation". The Question was whether or not to nullify the "Short Putt". He still might have been able to Finish with Par from where the "Short Putt" ended up. He didn't make Birdie with the "Do Over". I have yet to find out how much of a Difference the 1 Stroke Difference between his Par and the possible Bogey meant to the Finish.

Pieters knows the rules and chanced his arm as most pro,s seem to. Seen it a hundred times people making a stroke when someone talks nearby or a bird screeched at the wrong time etc usually you just curse your luck and get on with it no Mulligan allowed.

Shot should have counted, and language barrier didn’t help, but he wasn’t trying to get any advantage from this as he was trying to stop hitting the ball, so fair enough in the end.

Question. As per your commentary, if he had altered the path of the club, to miss the ball, wouldn't that also be counted as a stroke, in the same way an air shot would have done off the tee?

Not if it was deliberately altered to miss the ball.

If it was a practice stroke with no intention of hitting the ball, would the same penalty apply? It seems they ruled he never intended to hit the ball and the stroke hitting the ball is unintentional.

I firmly believe his intention was to make a stroke. It was only a moment before the putter made contact that he decided to avoid the stroke. Under definition of stroke, it is NOT a stroke if the player "Decides during the downswing not to strike the ball and avoids doing so by deliberately stopping the clubhead before it reaches the ball or, if unable to stop, by deliberately missing the ball." The fact that he hit the ball means it is a stroke. "If it was a practice stroke with no intention of hitting the ball on the putting green, there is no penalty. Exception 3 to Rule 9.4 says "There is no penalty when the player accidentally causes the ball to move on the putting green (see Rule 13.1d), no matter how that happens."

Thomas was in a "Golf Putting Stance," took his putter backward, then started the putter head forward, then HIT the BALL with his PUTTER. THIS IS CALL MAKING A STROKE AT THE GOLF BALL. The Ball was IN PLAY WHERE IT STOPPED. The Next Stroke SHOULD HAVE BEEN PLAYED FROM THAT (RESTED) SPOT & PLAYED AS HIS 4th STROKE. THE VIDEO SHOWS YOU THE SAME (As I have described). The Rules Officials was WRONG.
