The melody & bulk of the lyrics were composed & researched in the 1960s by "The Halliard": Nic Jones, Dave Moran & Nigel Paterson. (copyright Mollie Music). Tom Gilfellon learned "Bedlam Boys" from "The Farriers". The text was first published in Thomas D'Urfey's "Pills to Purge Melancholy" (1720).

I've researched this song, as well.. 🙂 Did you know there were originally TWO versions - Mad Tom's song, and his girlfriend's, Mad Maudlin's, which is now the commonly recorded one, and which this version basically is?? (I first heard the Steeleye Span version!)

Bedlam has a modern, and archaic, definition. I didn’t know about the old one: an inane asylum.

His October Song is the best version I've heard.

Give Dick Gaughan's " Now Westlin' Winds" a listen, very close in subject and style to I S B's " October Song". I must try to find Tom's version now, must be great.
