There's actually much. more to it than that. In the Silmarillion it is related that the dwarves and elves once made a great powerful items together using their riches, but the dwarves became greedy for the Silmaril and plotted to steal it and killed Elu Thingol, one of the greatest leaders of elves of his age. This ended up in a great war, and due to the loss of the wife of Thingol who was a Maia who greatly protected their homeland, the elves were unable to defend themselves well and suffered great losses. Peter Jackson didn't own the rights to the Silmarillion material, so he alluded to this with the story of the jewels that Thranduil had intended for his wife being lost when she was killed and the dwarves finding and holding them and taunting him with them in spite. There is a long history of bad blood between the people of Thranduil and the dwarves going back thousands of years.

They're from the first installment of the Hobbit trilogy, An Unexpected Journey. The footage used here is within the first half hour, when Thranduil goes to pay homage to Thror. Contrary to what some of the comments are saying, the reason Thranduil didn't help during Smaug's takeover is NOT because the dwarves refused him the white gems. It was because he knew they'd never win against such a beast, and wasn't going to lose his kin in an unwinable battle. Hope this helps x
